Addressing Educator Shortages in Ohio

Background

The COVID-19 pandemic has negatively impacted and will continue to impact educator preparation programs and the availability of educators at various levels. As part of the State of Ohio’s response to the pandemic, $5.2 million from the federal Elementary and Secondary School Emergency Relief fund has been made available to increase the number of candidates admitted to and completing educator licensure programs and address shortages of educators across the state.

1. May an eligible institution submit more than one application as a lead applicant?

No, eligible institutions may only submit one application in which it will be the lead applicant, grantee. Institutions may participate in multiple projects to address the educator shortage issue if there are different lead applicants, grantees.

2. Where on the budget grid are scholarship dollars entered?

Scholarships should fall under the object code other - 800 and purpose code of instruction.

3. Are other school personnel eligible for inclusion in an institutions plan for this grant where there are major shortages in Ohio (i.e., School Psychologists and Speech Language Pathologists) or is it strictly for K-12 classroom teachers?

This grant opportunity is not strictly for teachers and is meant to address all educator shortages. The proposal should address the need for the targeted educator programs in the project rationale section.

4. When the RFP indicates, "Be enrolled or accepted for enrollment as a student in a selected chancellor approved educator program" does that mean accepted into our programs (at the secondary admission point--beyond acceptance to the IHE) or can it be applied to students who are accepted to the IHE with the intention to complete a teacher education program?

Students who are accepted to an IHE with the intent to complete an educator preparation program are eligible to receive scholarship funds provided they agree to stay and teach/work in Ohio for the same number of years they receive support.

5. Regarding support through completion, what are you defining as completion? What if they leave college or change majors?

Support through completion is in regard to providing the same scholarship funding to the candidate until they complete the program or stop out. 

6. What is the actual grant period? 

The grant period is from the date of award, March 23, 2022, through September 30, 2024.

7. Is there a chance for renewal?  

No.

8. Are there any restrictions to the types of educator preparation programs?

All chancellor approved educator preparation programs are allowable and should be justified in the project rationale.

9. Can you focus scholarship on students in the junior and senior years?

Yes.

10. Can a K-12 school district be considered a partner institution?

Yes.

11. Are consortium proposals preferred and receive more points over single institution proposals?

Proposals that provide multiple paths and programs will be viewed more favorably than those with a single pathway and program. The objective is to increase the pipeline of educators.

12. Can a proposal focus on populations targeted vs. grade band or subject?  Like a focus on underrepresented populations.

Yes. It is expected that both the need for particular programs as well as targeted populations will be addressed in the project rationale.

13. Is there any ability to target funds towards retaining current teachers through EPP professional development partnerships with P-12?

No.

14. Our PI’s are interested in reaching teachers who have expired licenses potentially due to staying at home with a child for a time, and need to renew their teaching license. Is this an eligible population to offer the scholarship to? 

Yes, this is an eligible population to target.

15. Are the suggested dollar amounts (e.g., $150,000 for single IHEs) for the entire grant period or per year?

The range of $150-$250K is the expected range for individual IHEs for the entire grant period, although there is no explicit maximum or minimum award and it is up to the IHE to make the case for the funding request.

16. Is the goal of this funding to increase our current enrollments in the educator preparation program or to support/sustain current enrollment levels? 

The goal is to meet the needs of the state by increasing the educator pipeline.

17. Is it acceptable if the majority of an award goes toward recruitment activities and mentoring for students BEFORE enrollment in our program? 

It is up to the IHE to demonstrate how that will increase the educator pipeline.

18. Can the Addressing the Educator Shortage scholarships be used in tandem with Pell, Choose Ohio First, TEACH grants, and/or other supports?

Yes, you can give scholarships in addition to the TEACH grant, Choose Ohio First Scholarship, Pell Grant, or other funding supports.

19. Can Pell, Choose Ohio First, TEACH grants, and/or other supports be used as matching funds post grant?

No, these funds are not considered matching funds. Addressing the Educator Shortage scholarships may be given in addition to the TEACH grant, Choose Ohio First Scholarship, Pell Grant, or other funding supports. The amount of the Addressing the Educator Shortage scholarships must continue until the recipient completes the program or stops out.

20. Is there cost share required other than confirming scholarships will be continued for supported students through completing?

No, the only required cost share is to confirm the scholarship awarded through this effort is continued at the same rate until completion of the program or the candidate stops out.

21. Will students need to sign a formal commitment to receive the scholarship? Will students who do not fulfill this commitment be required to repay the scholarship?

We expect candidates to agree to work in Ohio after completion and will provide a letter of commitment for students awarded funding through this effort to sign. However, we will not be tracking employment and it will be on their honor to uphold the agreement. We will not seek reimbursement from students who do not fulfill the commitment. 

22. Can an entity other than an IHE be the fiscal agent for a consortium proposal?

No. An IHE must be the lead and the award will be made to that institution.

23. Are indirect costs allowed?  If so, what rate can be used.

IHEs are permitted to use the indirect cost rate they have negotiated with the federal government. However, the fundamental purpose of the Diversifying the Educator Pipeline program is to provide direct support services and interventions designed to increase the number of educators in Ohio. Therefore, proposals will be competitively judged and evaluated based in part on the amount of funds budgeted for direct services as compared to indirect costs.

24. Can you provide your definition of “stop out”? 

The student changes major or leaves the university and would be required to reapply for admission to continue in the program.

25. Can year one funds be carried over?

Yes, an unused allocation from FY23 can be carried over into FY24. Once Grants Management approves the FY23 Final Expenditure Report, the carryover amount can be moved into the FY24 application using a load file (in the same way as the original allocation).  The last day to obligate funds would then be June 30, 2024 (last day any expenses can be charged to the grant) while the last day to liquidate funds (through the Final Expenditure Report) would be September 30, 2024.
