1. Innovation Grant Program
Purpose: The Department of Higher Education (DHE) will utilize the Ohio Higher Education Innovation Grant program to promote educational excellence and economic efficiency throughout the state in order to stabilize or reduce student tuition rates at institutions of higher education. Successful awardees will design collaborative, innovative projects that support academic achievement and economic efficiencies. Projects focused on (a) consolidating services (i.e. administration redesign, program sharing) and/or (b) competency-based education are preferred.

2. OhioMeansJobs Workforce Development Revolving Loan Program
Purpose: To promote and encourage Ohio’s workforce development and job growth through educational training and retraining in programs related to employment opportunities in growing fields. Institutions must qualify as eligible institutions, and their respective workforce training and education programs must be approved by the Chancellor in order for students in those programs to be eligible for loans under the Loan Program. The funds awarded to institutions will be disbursed in the form of loans to borrowers (students enrolled in approved workforce training programs at participating institutions). Proposals must demonstrate that completion of the workforce training program will directly impact the ability of borrowers to advance their career and education.
3. Ohio Development Services Agency (ODSA)
Purpose: This Request for Proposal (RFP) is being issued from the Ohio Development Services Agency (ODSA) which, through a shared cooperative agreement with the United States Small Business Administration (SBA), serves as host to the SBDC State Lead Center for Ohio. This RFP is intended to identify local partners to participate in the delivery of SBDC services to Ohio small businesses and nascent entrepreneurs allowing them to start and grow businesses, create jobs, increase sales and gain capital and investment. The goal of this RPF is to utilize a competitive process to leverage resources and partnerships in a manner that will ensure the greatest outcomes for the small business community in Ohio while ensuring accountability, transparency and impact for the state and federal taxpayer dollars used to fund the program. It is the goal of ODSA to regularly issue competitive RPFs for the SBDC program to ensure innovative services, exceptional customer service, and maximum economic impact for the state while ensuring the highest levels of accountability for taxpayer dollars.

4. I-Corps@ Ohio
Purpose: As part of a statewide effort to accelerate the commercialization of research being conducted at Ohio’s universities and colleges, this grant program is an initiative of the Ohio Department of Higher Education and is modeled after and approved by the National Science Foundation’s (NSF) successful Innovation Corps (I-Corps) program, which has been proven to increase innovation, entrepreneurship and industry collaboration. You are encouraged to share the RFP with your faculty and students in an effort to further technology commercialization on your campus. Submissions will be accepted beginning November 14, 2017 and the deadline to submit is January 16, 2018. The RFP is available for download immediately at https://apply.icorpsohio.org.
5. Ohio Means Internships & Co-ops 4 Request for Proposals
Purpose: The Ohio Department of Higher Education (ODHE) will make strategic investments in each of
the six JobsOhio regions for cooperative education and internship programs. The investments
will support the ability of the state of Ohio to retain and expand existing businesses, attract new
investment and talent, and further entrepreneurship. The goal is to connect student co-ops and interns to positions in In-Demand occupations within regionally targeted industries.
6. Inspiring a Community of Shared Responsibility Grants
Purpose: A single act of sexual violence is one too many. Ohio seeks to strengthen its ability to better respond to, and ultimately prevent, sexual assault on the state’s college campuses. The Ohio Department of Higher Education (ODHE) was charged with developing model best practices for preventing and responding to campus sexual assault. As a result, ODHE released the “Changing Campus Culture: Preventing & Responding to Campus Sexual Violence” report (www.ohiohighered.org/ccc) and recommendations. Through the Ohio Higher Education Inspiring a Community of Shared Responsibility Grant Program, Ohio’s Department of Higher Education (ODHE) seeks to (1) Provide support to higher education institutions as they work to implement comprehensive awareness campaigns (2) Develop effective campaigns with the potential to be expanded across Ohio’s campuses. Specifically, ODHE, through the Ohio Higher Education Inspiring a Community of Shared Responsibility grant program, seeks proposals from colleges and universities that demonstrate a shared sense of respect and responsibility amongst community members. Successful proposals will:
- Demonstrate a cohesive message to campus community members based on assessed needs
- Use the toolkit provided through the ODHE sponsored workshop to develop a unique awareness campaign
- Implement an objective way to measure the effectiveness of their proposed campaign
- Demonstrate a commitment to sustainability and adaptability

7. Changing Campus Culture Evaluation- Campus Climate Survey Support
Purpose: The State of Ohio is committed to changing the culture on Ohio’s campuses, public and private, in regards to preventing and responding to sexual violence. To support a safer campus environment for all of Ohio’s students, Governor John R. Kasich and the Ohio Department of Higher Education (ODHE) encourage immediate and thoughtful action to help prevent the occurrence of terrible crimes and ultimately support every college and university’s aim to provide an excellent and safe learning environment for students through the collection of climate survey data. With the goal of ending and preventing sexual violence on Ohio’s campuses, the Chancellor of the Ohio Department of Higher Education is issuing this RFP for consultative services and technical assistance to support campus leaders in implementing the following recommendation found in the Changing Campus Culture report:
- Use data to guide action by developing and implementing an annual campus climate survey and defined next steps based on the results.

8. Motorcycle Ohio (MO) Program
Purpose: To provide an affordable motorcycle rider training course to reduce fatalities and injuries on Ohio’s roadways through the three major components: rider education, public information campaigns and licensing improvement.

Request for Information (RFI)
1. Applied Bachelor's Degree Programs
Ohio Revised Code (ORC) 3333.051, enacted pursuant to Amended Substitute House Bill 49 of the 132nd General Assembly, directs the chancellor of higher education to establish a program under which community colleges, state community colleges, and technical colleges may apply to offer applied bachelor’s degrees. Though ORC 3333.051 is not effective until September 29, 2017, ODHE requests information from Ohio’s community and technical colleges that are interested in offering applied bachelor’s degrees. The ODHE staff will review all RFI submissions for compliance with specifications identified in ORC 3333.051 and for capacity to offer the proposed program. Before approving programs through the RFI process, the chancellor will consult with the Governor’s Office of Workforce Transformation, the Inter-University Council of Ohio, the Ohio Association of Community Colleges, and the Association of Independent Colleges and Universities of Ohio.
